Conservation Programs

 

USDA 2002 FARM BILL

The 2002 Farm Bill represents a significant commitment of cost share resources for conservation on private lands in the Nation’s history.

 

Environmental Quality Incentives Program (EQIP)

EQIP is a voluntary USDA program that provides technical and financial assistance to eligible farmers or producers to treat natural resource concerns on their land.

 

CONSERVATION RESERVE PROGRAM (CRP)

The CRP program offers annual rental payments and cost-share assistance to farmers to establish long-term conservation covers such as grass or trees on eligible land for improved soil, water, and wildlife resources.  CRP contracts are for a minimum of 10 years and a maximum of 15 years.  CRP is only offered during designated sign up periods. Currently, a sign up is not available.  However, continuous CRP signup is still available.

 

CONTINUOUS CRP SIGNUP

CRP Continuous Sign-up is an ongoing program that allows enrollment of land in riparian buffers, filter strips, grass waterways and other high priority practices without competition.  Producers may enroll entire fields as buffers through the continuous sign-up when more than 50% of the field is eligible (through continuous sign-up) and farming is impractical on the remainder of the field.  Payments on the remaining acreage are limited to general sign-up rates.  Continuous CRP is available at any time.

 

CONSERVATION SECURITY PROGRAM (CSP)

CSP is a voluntary program that provides financial and technical assistance to promote the conservation and improvement of soil, water, air, energy, plant and animal life, and other conservation purposes on Tribal and private working lands. Working lands include cropland, grassland, prairie land, improved pasture, and range land, as well as forested land that is an incidental part of an agriculture operation. The program is available in all 50 States, the Caribbean Area and the Pacific Basin area. The program provides equitable access to benefits to all producers, regardless of size of operation, crops produced, or geographic location.

The Farm Security and Rural Investment Act of 2002 (2002 Farm Bill) (Pub. L. 107-171) amended the Food Security Act of 1985 to authorize the program. CSP is administered by USDA's Natural Resources Conservation Service (NRCS).

 

 

WETLAND RESERVE PROGRAM (WRP)

This is a voluntary program that provides technical and financial assistance to eligible landowners to restore, enhance and protect wetlands.  Landowners have three options of enrolling their eligible lands, first through a permanent easement, second a 30-year easement, or third with a restoration cost-share agreement.  The WRP is offered on a continuous sign-up basis and presents landowners an opportunity to establish long term conservation and wildlife habitat practices and protection.

 

WILDLIFE HABITAT INCENTIVE PROGRAM (WHIP)

WHIP is a voluntary program that encourages creation of high quality wildlife habitats that support wildlife populations.  Through WHIP, the USDA Natural Resources Conservation Service (NRCS) provides technical and financial assistance to landowners and others to develop upland, wetland, riparian, and aquatic habitat areas on their property.  NRCS places emphasis on enrolling habitats for wildlife species experiencing declining populations, practices beneficial to fish and wildlife that may not be otherwise funded, and wildlife and fishery habitats identified by local and state partners.  Applications for WHIP are accepted on a continuous sign-up basis.
