Joe Moore, CPESC, MS4 CECI, is the Founder & Chief Brand Ambassador of Erosion & Construction Solutions Inc, with two divisions: Siltworm and Erosion Construction Services. Self-described as a Clean Water Nerd, Joe is an expert in clean water regulation and environmental management, serving on the Indiana MS4 Partnership Executive Board and the Northwest Indiana Storm Water Advisory Group. As a former constructor he brings a practical approach as he educates on SWPPP and BMP related topics.

As the founder and Chief ReThinker at ReThink!, Phillip Anderson helps individuals and organizations rethink their conversations and connections. ReThink! focuses on thinking, staying, and doing outside the box. With over 23 years of experience in non-profits and consulting, Phillip has helped communities invest in each other. As an engaging speaker, Phillip shares lessons from a diverse career. Phillip Anderson has presented training programs on servant leadership and assisted farmers with market opportunities and industry challenges. Consulting projects include the Whitewater Canal Scenic Byway and Nickel Plate Arts. Passionate about Indiana history and geography, Phillip is on a mission to visit all 2,230 dots on Indiana’s map. Phillip holds a B.S. in agricultural economics from Purdue University and co-owns a family grain farm near Frankfort, Indiana. Phillip Anderson and his family reside in Carmel, Indiana.

Day 1 Panel Discussions

Stormwater Panel

Sam brings more than 20 years of experience in the water resources field and currently serves as the Stormwater Department Head at Butler, Fairman and Seufert. In this role, she leads stormwater compliance and permitting efforts, helping clients navigate complex regulatory requirements and move projects forward efficiently and responsibly.

Prior to joining Butler, Fairman and Seufert, Sam spent many years with the Indiana Department of Environmental Management (IDEM), where her work spanned stormwater, wastewater, drinking water, and stream and wetland regulations. She led wastewater compliance and enforcement teams and served in senior stormwater and wetlands roles, providing deep regulatory insight and technical leadership across a broad range of environmental programs.

Brett Moravec is one of the Lead Environmental Inspectors with NIPSCO. Brett oversees the vast majority of the projects in the central and eastern territories where NIPSCO operates, along with the environmental inspectors assigned to those projects. Originally from the Pacific Northwest, Brett served in the US Army Chemical Corps from 2010 until 2018. After the military, he moved to Indiana with his wife and attended Defiance College in Ohio. Brett graduated with honors with a major in Environmental Science and a minor in Chemistry, and quickly found work in the summer of 2022 as an environmental inspector with KERAMIDA Inc. where he inspected NIPSCO construction projects to comply with environmental permits and standards. In October of 2023, Brett made the transition internally to NIPSCO to be the Lead Environmental Inspector. He currently is a Certified Erosion, Sediment and Storm Water Inspector (CESSWI) through EnviroCert and is working on becoming a Certified Professional in Erosion & Sediment Control (CPESC).

Ryan was born and raised in Goshen Indiana. He attended Goshen High School then Ball State University in Muncie where he double majored in Archaeology and Geology with a minor in Classical Cultures. Most of his immediate family is close with one parent residing in Goshen the other in Ft. Wayne. He has one older brother and two younger sisters along with two nieces: with the youngest less than a year old.  He has worked for the city for 5 years, 2 part-time with the Cemetery Department and 3 full-time with the Stormwater Department. Before this position he was employed as a foreman at Lippert and then assistant foreman in the pond industry installing water features. Between these positions there was work in the food industry and a short stint with the DNR. Outside of work he is on the Board of Directors for the Elkhart River Restoration Association and a committee member of the Northeast MS4 Group. He enjoys spending time with his dog Luthien, playing guitar, camping, kayaking, exploring new areas and communities, and finding good local places to eat.

Reid Harris is a Stormwater Specialist with the Indiana Department of Environmental Management, where he works within the Office of Water Quality’s Stormwater Section addressing stormwater compliance, permitting, and regional program support across Indiana. In his role, Reid engages with municipal, industrial, and construction stormwater issues — helping to ensure regulatory adherence, guide best practices for stormwater management, and support successful implementation of stormwater programs statewide. 

With a foundation in environmental science and hands-on experience within public-sector water quality programs, Reid brings practical insights into stormwater permitting, MS4 compliance, and field-based stormwater solutions. His work connects regulatory frameworks with on-the-ground implementation, making him a valuable voice on discussions about improving stormwater outcomes for communities and watersheds.

Day 2 Trainings

Todd Clark is a Stormwater Project Manager with the Elkhart County Soil and Water Conservation District, where he reviews SWPPPs, conducts erosion control inspections, and helps engineers, contractors, and developers apply the Construction Stormwater General Permit in practical ways. An MS4CECI-certified professional, he is known for turning complex regulations into understandable solutions.

Todd leads the Pay Dirt training event, recognized by the Indiana MS4 Partnership in 2024, and has presented at the National Association of Conservation Districts and the Indiana Association of Floodplain and Stormwater Managers conferences. Outside of work, he enjoys traveling and spending time with his wife and three daughters on their small farm near Wakarusa, Indiana.

Todd Clark

Jim Hess is a lifetime resident of Elkhart County and serves as the District Manager for the Elkhart County Soil & Water Conservation District. In this role, he works alongside local farmers, landowners, and partners to support conservation practices that improve soil health, protect water quality, and strengthen long-term agricultural stewardship.

In addition to his conservation work, Jim is an active farmer in Elkhart County, raising corn, soybeans, barley, and hay. He also manages a cow-calf beef herd and has a small farrow-to-finish swine operation. His firsthand experience in production agriculture gives him a practical perspective on implementing conservation practices that work in real-world operations.

Outside of work, Jim enjoys spending time with family and friends and, now and then, taking his Case tractor to a local tractor pull.

Day 2 Panel Discussion

Brad brings nearly 26 years of experience in project management and the design of civil and municipal engineering projects, including the design of roadways and intersections, stormwater management and treatment, environmental permitting, utility planning and design, land planning, public/private partnerships, and site engineering for private, commercial, single-family residential, multi-family, and institutional developments. As Vice President at Abonmarche, Brad oversees development proposals, contracts, and quality control for the Indiana Offices, and manages the Goshen Office and is responsible for scheduling and managing staff, project management, business development, quality control, and making sure the client’s vision and objectives are understood and captured on each project.

Rob brings more than 20 years of combined experience serving both public and private sector clients. He has managed the design and construction administration of projects ranging from $25,000 to $25 million, with a focus on large, complex construction efforts. His expertise includes conflict resolution, utility coordination, schedule control, and strict adherence to project plans and specifications. As Construction Services Director, Rob leads the construction teams in both Indiana and Michigan, overseeing the inspection of more than $40 million in construction work annually. In addition to his construction leadership, he provides design management for roadway projects, stormwater systems, sanitary and storm sewers, water mains, traffic signals, and roadway safety improvements.

JD brings over 15 years of experience with Abonmarche in field operations and construction oversight, with a proven track record managing complex, multi-million-dollar infrastructure projects. He began his career in the survey department, developing a strong foundation in field layout, control, and as-built documentation—experience that directly supports accurate construction staking, plan interpretation, and effective coordination between design and construction teams. Currently serving as the Indiana Construction Manager, JD oversees construction operations throughout the state. His responsibilities include construction inspection, progress meetings, pay estimates, schedule monitoring, record keeping, stakeholder coordination, construction staking, utility as-builts, and overall contract administration. His experience includes inspection of municipal streets, multi-use paths, and other large-scale public works improvements. JD also led construction oversight and inspection for the City of Goshen on the Brinkley RV public infrastructure project, along with multiple additional municipal contracts.

Jason Kauffman has been working in the field of Stormwater for the past  19.5 years, first at the Elkhart County SWCD and now as the Stormwater Coordinator for the City of Goshen. Jason is passionate about clean water for everyone and everything and sees his work as a calling instead of a job. He is also involved with the Elkhart River Restoration Association and the work they do, as water doesn’t abide by political boundaries. He encourages attendees to consider the following quote by Alan Levere: “A river is the report card for its watershed.” When Jason is not thinking about water, he enjoys spending time with his wife, two children, and their very energetic dog. 

Cullen Stanger is a Project Manager with more than 20 years of experience in the construction industry, currently leading complex commercial, industrial, and nonprofit projects at DJ Construction. Since 2021, he has managed over $108 million in projects from pre-construction through closeout, with expertise in budgeting, scheduling, subcontractor coordination, and quality control. Cullen is known for his collaborative leadership style, clear communication, and commitment to delivering projects safely and efficiently.

A graduate of Indiana State University with degrees in Construction Management and Architectural and Construction Technology, Cullen’s recent work includes large-scale production facilities for Brinkley RV as well as community-focused education and nonprofit facilities throughout northern Indiana.
